Panoramic drive through the city
For this tour, I suggest my preferred itinerary, the last part of the tour is your choice!
Let's see the entire city of Lisbon without stops but not missing a thing. We'll cover East-Centre-West of Lisbon: Nation's Park (Parque das Nações/former Expo 98), the city center Baixa and Belem.
In Belém we won't miss the Tower of Belem and the Jeronimos Monastery, both of them Unesco sites, and the Discoveries' Monument.
In the former Expo 98 - the newest area in town - we'll see the 6th longest bridge in the world!
Now. . . you may choose whatever you want to see, crossing the bridge may be an option.
Itinerary
Start between 9am/11am (morning) or 2pm (afternoon).
My suggested itinerary:
Panoramic drive in the city center (20 mins)
Drive by the Parliament and Estrela Basilica to Belem (45 mins)
Jeronimos Church
Belem Tower - photostop 5 mins.
Monument of the Discoveries - drive by.
Drive along the river to Parque das Nações (former Expo) (30 mins).
Drive back along the big avenues, where we'll see the Bullfighting arena.

I have no restrictions as a Licensed Tourist Guide - I am allowed to do guide you inside all monuments all over Portugal.
Note that there are no "skip the line" tickets in Portugal.
